MFF 2028-2034

On July 16 2025, the Commission published its proposals for the MFF. Covering the years 2028-2034, the proposed MFF is structured around three headings that group together shared policies and priorities. A fourth heading covers expenditure for European public administration.

  1. Economic, social and territorial cohesion, agriculture, rural and maritime prosperity and security

  2. Competitiveness, prosperity and security (includes AgoraEU and European Competitiveness Fund)

  3. Global Europe (includes Global Europe Instrument)

Three proposals under two of these headings are key to ensure there is substantial and long-term EU funding and investment for the public interest information ecosystem.

If you want to stay up to date with the development of these proposals we recommend you to visit the following pages:

Steps to engage in advocacy efforts around the Global Europe Instrument Proposal

  1. See the full picture: The best way to get introduced to the MFF and its instrument for external funding is to take a look at the Roadmap of the Process, Actors and Timeline, prepared by Leadeur.

  2. Go to the source: Global Europe Instrument proposed regulation (it’s a tough read, so you can check the European Parliament Legislative Train Schedule for a summarised version and, at the same time, monitor official updates and new documents)

  3. Become the expert in the room: If you want to go more in depth and become a “pro” understanding the Regulation, we encourage you to read this Analysis of the Global Europe Instrument produced by Leadeur.

  4. Share the joint recommendations and our priority amendments to EU policymakers. Don’t worry, you don’t have to navigate this alone:
